Rising damp starts to happen when the existing (DPC) Damp Proof Course has deteriorated, allowing any water from the ground surrounding foundation and lower brickwork to rise up by capillary action through the weakened DPC.

The cavity being full will connect the internal and external leafs of the wall forming a thermal bridge and damp to pass over.
